TRC was founded in 2022 with the express purpose to help government customers move faster with confidence from desk-side to dockside.

LEADERSHIP

• Rohan Malhotra, CEO — Rohan Malhotra, is TRCs Founder with over a decade experience in FAR/DFARS compliance & capture, and cradle-to-grave contract management. Known for an ethics-first approach and executive-ready communication, he builds high-performing teams, reduces risk, and delivers on-time results that earn enduring client trust.

• Chris Foerster, Chief Operating Officer — Christopher J. Foerster is a distinguished US Army Service-Disabled Veteran with over 24 years of experience across private industry and government organizations. He has excelled in various roles, including program management, operations engineering, research and development, prototyping, manufacturing, business management, sales and marketing, procurement and contracts, and information technology. Currently serving as the Chief Operating Officer at RED CEDAR USA, LLC., Chris oversees existing contracts and spearheads long-term strategy for stable operations.

• Todd Cramer, CAPT USN (ret), Chief Growth Officer — Todd Cramer joined Red Cedar, LLC as our Chief Growth Officer in August 2025 after serving for 30 years as a US Navy Submarine Officer where he served on four different submarines, held command of a Virginia Class SSN, and held major command of the Naval Undersea Warfare Command in Newport RI. He has also held numerous leadership roles at various defense contractors post-retirement from the US Navy. He holds a BS in Computer Science from the US Naval Academy, and a MSE in Engineering Management from the Catholic University of America.
